Arthur (Rawiri Paratene), self-proclaimed Second Son of God, lives in Ponsonby in a boarding house for the mentally ill and homeless, run by manager Bob (Greg Johnson). When a television reporter investigates the home Arthur sees an opportunity to prove his heavenly credentials by preaching his vision of a just and caring society. On his mission he encounters Margaret (Sara Wiseman), a fragile community worker struggling with infertility and an empty marriage. A spiritual connection is made between them and Arthur proclaims her the Queen of Heaven. After a visit from the local health authority the home is under threat of closure.
